    • TIMELINES AND RULES REGARDING REQUESTS & FORM INSTRUCTIONS: 
    • Security Escort Clearance Check: The included form to obtain clearance for non-badged workers, requires advance notice of two (2) business days.

      Guard Request: Forms must be submitted prior to 12pm (noon) on the Wednesday the week BEFORE guards are needed (i.e. for guards that you need on‐site next week, the form must be submitted before this current week’s Wednesday at noon). Further information will be provided in the following pages. 4 HOUR MINIMUM

      Tool Control Plan: The included form listing the tools that will be brought into the Sterile Area, requires advance notice of two (2) business days.

      Hot Work Permit: To be used any time hot work is performed at Oakland San Francisco Bay Airport. The Hot Work Permit should be thoroughly reviewed, completed, and submitted at least two (2) business days prior to the start of work. For emergency work, this form must be submitted no less than 24 hours prior to the start of work. The Hot Work Permit must be completed by a competent hot work individual and must be posted at the work site. Each project must have its own Hot Work Permit submitted and posted at the worksite. Additionally, the hot work must be done by a competent hot work individual.

    • NOTE: If you are a Port employee, you are responsible for making arrangements for vehicle access or parking for the visitor/contractor during their visit or work period. If you are a visitor/contractor, please reach out to your Port contact to arrange for parking.

    • A link to complete a prefilled Security Escort Clearance Check (SECC) and submit IDs for those being escorted is located on the Submission page after you complete this form. To save time, we recommend you use that prefilled link to complete the SECC. In case you miss it, an alternate link will also be sent to you via email! If you do not need a TCP, Hot Work or a Guard Service, please click here to skip this form and complete only the SECC, the SECC link can also be found on our website.

    • Will you hire a security guard for escort service?*
    • Guard Service Requests WILL NOT be approved if you do not have an account with Covenant Security

      If you do not already have an account established with Covenant Security, please do so as soon as possible by contacting Covenant Security at (415) 672-9543 or via e-mail at CASOAKguardrequest@covenantsecurity.com. If you request guard service you MUST answer YES to "Is there a need to escort unbadged individuals" and provide their identification.

    • Will you need to bring any prohibited tools into the Sterile/Secured Area? (i.e. Tool Control Plan- applies to most tools and sharp objects, including razor blades) *
    • Hot work is any type of work which might involve open flames, heat, and/or spark producing operations such as, but not limited to, welding, open flame, cutting, brazing, or grinding. Is hot work going to be performed?*
    • Since you plan to complete hot work, you must also complete a Tool Control Plan, so please ensure that the answer to the prior question is also "YES" before continuing. Disregard if this is a long term project with an existing approved TCP that already encompasses this work.

  • The Guard Request Form MUST BE completed in its entirety. Incomplete forms will not be processed and guard service will not be provided. 4 HOUR MINIMUM REQUIRED.

If a multi-day request, please specify the range of hours per day (i.e. 11pm - 5am, daily) or any other circumstances in the field titled "Special instructions and/or equipment required to provide guard services".

  • Requesting department agrees to monitor guard service provided. Any discrepancy or comments regarding guard service should be immediately reported to Covenant Aviation Security at (415) 672-9543 or via e-mail at CASOAKguardrequest@covenantsecurity.com.

  • Tool Control Plan (TCP)

  • If the Tenant or its contractors propose to bring tools into a Sterile/Secured Area, the Tenant must provide a separate form for each contractor. The Tenant must submit this form at least two (2) full business days before arrival (48 hours minimum), exclusive of weekends and holidays. Additionally, Tenant/Contractor to bring two (2) copies of each approved Tool Control Plan to the work site. One copy may be given to the Alameda County Sheriff’s Office (ALCO) deputy or the Port's Airport Duty Manager (ADM), and/or the Covenant Aviation Security guard.

    All tools required to perform the work must be inspected and inventoried against the Tool Control Plan before the tools are transported into the Sterile/Secured Area and before the tools are removed from the Airport. The tools themselves must be individually listed, but you must also list any accessories or attachments that could be prohibited (i.e. drill and drill bit set should be two separate entries).

    Tools being used must be in the possession of and monitored by the Contractor/Tenant at all times (including every single disposable blade, as applicable). Tools not in use must be kept in tool box or case within direct sight of and under the protection of the Tenant/Contractor at all times.

    End of Work Shift: When each work shift is completed, all tools will be inventoried against the Tool Control Plan (TCP) by the Tenant/Contractor and ACSO/ADM/Covenant before the Tenant/Contractor leaves the Airport. Tenant/Contractor to request the tool inventory inspection by calling Airport Operations (510) 563‐3361.

    • TERMINAL 2 LOADING DOCK SECURITY CHECKPOINT AKA “CONCESSIONS 2”
      Daily Operating Hours: 3:30 AM ‐ 4:30 PM
      Upon arrival, Tenant/Contractor to present the following documents, printed on paper, to the Covenant Aviation Security guard:

      • Tool Control Plan (TCP) with included Aviation Security (AVSEC) approval (received via email)
      • Email from AVSEC documenting approval of the Security Escort Clearance Check (if applicable)

      The Covenant Aviation Security guard reviews these documents and performs the tool inspection and inventory. After successful completion of the inspection and inventory, the Covenant Security Guard will provide access to the Sterile/Secured Area (if being escorted by Covenant; otherwise badged Tenant escort will provide access).


      Non‐Operating Hours: 4:30 PM ‐ 3:30 AM
      When this checkpoint is closed, upon arrival at a predetermined pre‐security checkpoint location, the Tenant/Contractor will call Airport Operations (510) 563‐3361 to request that an Airport Duty Manager (ADM) or an Alameda County Sheriff's Office ("ACSO") deputy is dispatched to perform the Tool Control Plan inspection and inventory. Tenant/Contractor to present the following documents, printed on paper, to the ADM and/or ACSO. ADM and/or ACSO reviews these documents and performs the inspection and inventory.

      • Tool Control Plan (TCP) with included Aviation Security (AVSEC) approval (received via email)
      • Email from AVSEC documenting approval of the Security Escort Clearance Check (if applicable)
    • TERMINAL 1 CONCESSIONS SECURITY CHECKPOINT AKA “CONCESSIONS 1” (DOOR #102‐1025B)
      Daily Operating Hours: 6:00 AM ‐ 12:00 PM
      Upon arrival, Tenant/Contractor to present the following documents, printed on paper, to the Covenant Aviation Security guard:

      • Tool Control Plan (TCP) with included Aviation Security (AVSEC) approval (received via email)
      • Email from AVSEC documenting approval of the Security Escort Clearance Check (if applicable)

      The Covenant Aviation Security guard reviews these documents and performs the tool inspection and inventory. After successful completion of the inspection and inventory, the Covenant Security guard will provide access to the Sterile/Secured Area (if being escorted by Covenant; otherwise badged Tenant escort will provide access).

      Non‐Operating Hours: 12:00 PM – 6:00 AM
      When this checkpoint is closed, upon arrival at a predetermined pre‐security checkpoint location, the Tenant/Contractor will call Airport Operations (510) 563‐3361 to request that an Alameda County Sheriff's Office ("ACSO") deputy is dispatched to perform the Tool Control Plan inspection and inventory. Tenant/Contractor to present the following documents, printed on paper, to the ACSO deputy. The ACSO deputy reviews these documents and performs the inspection and inventory.

      • Tool Control Plan (TCP) with included Aviation Security (AVSEC) approval (received via email)
      • Email from AVSEC documenting approval of the Security Escort Clearance Check (if applicable)

      Overview: This Hot Work Permit is required for any job(s) being done by contractors at the Oakland San Francisco Bay Airport, which may involve open flames or heat and/or spark producing operations such as but not limited to welding, cutting, brazing or grinding. The attached permit must be completed by a competent hot work employee and be posted at the job site, in accordance with NFPA 51B. All hot work related work must be done in accordance with NFPA 51B and ANSI Z49.1. On the day the work is to be done, notification must be provided to the Airport Duty Manager (ADM) before hot work begins. The ADM can be reached 24-hours a day by calling 510-563-3361.

      PROCEDURE
      1. This permit must be completed and distributed at least 2 business days (or no less than 24 hours for special emergency related circumstances) prior to work commencement to allow for adequate distribution and preparation by Port of Oakland Personnel. Note: For the purpose of this procedure, “emergency” is defined as an unplanned, uncontrolled event that (if not dealt with) could cause service outage of primary security and/or safety systems and/or communication systems, that could threaten the health and safety of employees, tenants, contractors and the public (passengers).

      2. Mark all boxes that apply, making sure to answer all questions. The Permit is not valid until all questions are answered. Once the permit is routed and approved, post the completed permit at the job site where work is taking place.

      3. Contact the ADM (510-563-3361) prior to start of any hot work in the SIDA or Sterile Areas (i.e. restaurants, concessions locations, etc.) and areas critical to airline operations (i.e. jet bridge, ticketing and baggage areas, etc.).

      4. If work is canceled or area conditions change prior to work commencement or before the job is completed, please notify the ADM (510-563-3361).

      5. Prior to leaving the site, ensure compliance with the 30 minute post-work fire watch period, and ensure the area is clean of debris and/or construction related supplies and materials.

      Conclusion

      This permit and guidelines were created to promote and maintain a high level of safety and fire prevention here at Oakland San Francisco Bay Airport. Strict enforcement is expected. Contractors that do not adhere to the permit conditions and/or these guidelines can and will be asked to leave the site and work will be stopped until all conditions and guidelines are met.
